		I've noticed that some posts on HN don't have option to comment them. Is this related to domain of the site?

AFAIK the only type of submissions where comments are not allowed are Jobs.

I think that I've also seen comment link missing from some posts that are on dev.to domain.

You can see that some posts have comments, and other dont.
