Not surprising, given Tor's own design spec states it cannot defend against an adversary with global network surveillance capabilities. Tor is good for two things: obscuring traffic destinations from your ISP, and obscuring source IP from the destination. It's not good for hiding from all-seeing network administrators and certainly not nation state actors.
