And how are we to be definitively sure that bounty leads to the arrest of the true culprits? It is easy to manufacture a fake digital trail and some very large companies have gained famy (or infamy) for attestations that they later backtracked under oath during congressional testimony.

Crowdstrike CEO Shawn Henry said under oath that they did not have concrete evidence of Russian hacking.

If they get convicted. Currently they're presumed innocent, albeit suspects.
