possible reasons for better accessibility of Personal sites:

1. sites smaller and less complicated, big corporate sites developed with large JS frameworks increase chance of accessibility errors relative to vanilla HTML.

2. no corporation is disabled, but people are, some percentage of these sites may perform better just because their creators are disabled and of course keep the errors from happening.

those two spring to mind immediately.

Yes, I've mentioned the first point in my post. I could imagine this is the main reason for the better results. The second point is also good to consider. I hope a third factor is that frontend developers actually do care more about making their website more accessible.

when you said "A typical personal home page is less complex than a big popular website." it was not immediately clear to me that you meant complexity from use of particular tools or introduction of functionalities, I took it to mean there is just more content on a big popular website and more chances, because more pages, to make mistakes.
