Maybe people want self-driving cars to be 5 times safer because they don't trust the people saying the cars are X times safer to begin with.

Like you are testing how much they trust machines, and how much they trust the people telling them the machine is X% better.

Given 2020, think a little skepticism on both/either is reasonable.
