can they be used to sense water bodies or aquifers or oil etc? like quantum sensors?

i saw a HN post on zeptoseconds a couple of days ago and I have been trying to understand how exactly dowsing for water is.. which led me to wonder: can we use amazingly precise clocks as sensors?

i am trying to drill for water and i am amazed that it is literally mostly 'luck'. or dowsing.
