I think a big difference here is expectations: the Apple way is to have the tool itself installed, which creates various expectations with respect to presence and capabilities (or the lack thereof).

Because microsoft only adds a hook / stub, there's no expectations that the tool will be present (as by default it's not), it just makes it easier to enable the tool.
