That's an interesting point regarding human cognition limits.

Thanks to this comment I found Capacity limits of informationprocessing in the brain, by René Marois and Jason Ivanoff[1].

Intuitively I would think the gap of organizational difficulty between a village and nation be far more important than the one between a nation and the whole mankind. I mean that I would expect, a national organizational process to require far more logistic sophistication and far many more explicitly reproducible/scalable processes than what you need in a village. Of course, some of these processes can be argued as directly conflicting with a "mankind scale mindset", but it doesn't really seems to make a greater gap than one that isolate a mind in a smaller human scale.
