I think first and only goal should be user experience.

OS is a tool to start apps, and if they can't make it comfortable to make and support apps, they failed before they started.

Google's problem is their academic goal to make a nice OS, IMO.

Why do you want to force your idea of what the goal should be upon Google?

If they want to test the waters in relatively unexplored waters let them do so.
