It is not meaningfully "illegal" for NSA to hack and continuously monitor a foreign information service. It is in fact half of NSA's charter to do exactly that. We spend untold billions of dollars every year making sure that happens.

The legality doesn't matter at all; you get "legal" protection from the NSA only to the extent you use a service hosted in the US.

Again: I don't think this is a good reason to pick US services. I think jurisdiction is simply of no use whatsoever in picking.
