Many drivers who cut off a cyclist while turning however seem to have a deeply rooted misbelief that somehow a turning car would have precedence over a cyclist going straight. The licensing requirement is surprisingly ineffective.
Are you talking about a car that is taking over a bicycle before turning, or a bicycle taking over a car from the right in the same lane (which is not allowed)?
