Adding to the other replies, the Phones are also on an S release, which means the form factor wouldn’t have changed much this year. If USB-C arrives for phones it will be in next years release.
THe phones also have a shorter shelf life than the iPads, so it’s not as big a deal if it isn’t in the phones yet
