Today, Xcode 4 developer preview 2 has been made available for download.

No official release date for the final release is known, but judging from Apple's history with developer previews you can expect it to be out within 6 weeks.

Is this only for paid up members? I have a freebie developer account, but see nothing.

I'm only seeing 3.2.3 here, no matter where/how I look. A quick google suggests that it is indeed available to all, but I'm not finding it.

click on "iOS SDK beta" in "View" on top left.

>"You must be enrolled in the iPhone Developer Standard or Enterprise Program to access the development resources for iOS 4.1 beta.

Not enrolled in the iPhone Developer Program? Learn More" => "[pay $99]"

So, not quite yet.
