Sorry for my stupid question, but I can't understand the quoted phrase "out-to-lunchness". What's that? I don't know, but it sounds pretty derogative.



"Out to lunch" is an idiom that basically means "not mentally there." It can refer either to being out of touch with what's happening or just seeming completely insane.
