I'm perplexed that a windows version "with Bing" exist...

Windows 8.1 with Bing is sold at a very low price with a 100% rebate (I.e it is free).

Google shares ad revenue from bundled searches, if you use Google on Firefox then Mozilla takes 20%. Likewise for Windows OEMs and Apple Safai.

It's a free version of Windows with Bing installed as the default search engine. Meant to compete with Chromeos.

In the spirit of POC||GTFO, I created a user called "testuser" on my work machine (running Windows 8.1) today, and I couldn't reproduce the problem. It seems the missing "with Bing" part may be responsible...

It applies to every version of Windows 8.1, according the docs, not only Windows 8.1 with Bing. To be fair, its an intermittent problem, so could just happen on longer intervals or some other scenario.

We can't have that. Someone fix that bug and get it to start using up CPU cycles!

It is the official name of that version.
