Just publish and put some clear indicator right there in the README of the status/purpose/scope of the thing. I have bunch of them marked 'experimental', more rarely something gets all the way to 'minimally useful' or 'used in production'. Arbitrary example: https://github.com/jonnor/agree

It is not for me to decide whether something will be useful for someone else or not, that is up to them. Just give people enough facts that they can make an informed decision.
